Grand Jury indicts 8

Richard Dugan was among eight people indicted Tuesday by a Grayson County Grand Jury.

Dugan's indictment charges include custodial interference when on December 5, 2006 he kept four juveniles from the lawful custody of the Cabinet for Health and Family Services.

He was also charged with three counts of terroristic threatening in the third degree when he threatened serious physical injury to State Police Officers Lt. David Lee, Lt. Shannon West and Capt. John Ward.

Dugan took his own life outside the Justice Center after hearing of the indictment.
