Near Rough River Dam; Louisville swimmer drowns

A 19-year-old Louisville man is dead after drowning in Rough River early Sunday morning (May 28).

According to Richard Mehlbauer, a law enforcement officer with the Kentucky Department of Fish and Wildlife Resources, the incident took place at around 4:30 a.m. at Rough River Dam State Resort Park between the beach and the dam.

Mehlbauer identified the man who drowned as Stephen M. Rager, 19, of Louisville.

According to Mehl-bauer, Rager and four of his friends were fishing along the shoreline when they reportedly got into a verbal altercation with a boater.

The altercation then became heated, Mehlbauer said, and Rager decided to swim out into the lake and confront the boater.

“And in the process he drowned,” Mehlbauer told the News-Gazette Tuesday morning.

Rager's body was later found by a diver, Dave Colston, of Falls of Rough Fire and Rescue, at around 7:10 a.m.

Three of Rager's friends were arrested for alcohol intoxication, Mehlbauer reported, although he didn't release their names.

The boater was also unidentified and reportedly left the scene following the incident, Mehlbauer said.

In addition to the Ky. Department of Fish and Wildlife, the Grayson County Sheriff's Department, Breckinridge County Sheriff's Department, Falls of Rough Fire and Rescue and the McDaniels Fire and Rescue also responded to the scene of Sunday's drowning.

The investigation remains ongoing, Mehlbauer said.

And a 75-year-old Louisville man drowned Saturday evening (May 27), (also in Rough River) in the Rainbow Gardens subdivision located between Axtel and North Fork.

Mehlbauer said that Laman Blake was last seen by his family members working on his boat.

Blake's clothes were later found on the boat and his son reportedly found his body nearby in about three feet of water.

He was found at around 5 p.m., Mehlbauer said.

Mehlbauer said that it appeared Blake took his clothes off, got into the water, and tried to wade the boat back to the bank when he most likely “found the water deeper than he thought.”
