Grayson County's unemployment rate stayed level at 7.8 percent during December, according to the latest figures from the Education Cabinet.

The county's figures were 2.4 percentage points above statewide figures for the same month.

Kentucky's jobless rate was 5.4 percent, figures showed, which was down from 5.6 percent in November.

The national rate also dropped in December to 5.7 percent. It had been 5.9 percent in November.

Carlos Cracraft, the department's chief labor market analyst in Frankfort, said the December figures are the lowest since January 2003, when the rate was 5.3 percent. He said only four of the 10 major sectors added jobs.

Cracraft said the manufacturing sector rose by 600 workers in December, but when this December is compared to December 2002, this sector had lost 4,500 jobs.

"December (2003) marked only the fourth month during the year that the manufacturing sector has added workers," he said.

Professional and business services rebounded, he said, with 500 m0re jobs in December than in November.

Financial activities rose by 400 jobs, Cracraft reported, and the state's information sector gained 200 employees.

In the category of other services -- repair and maintenance, civic and professional organizations, religious organizations and personal and laundry services -- 700 jobs were missing in the December figures.

Educational and health services report 400 fewer jobs in December than in November, and the trade, transportation and utilities were down by 200 jobs.

The states leisure and hospitality sector reported 200 fewer jobs, and Cracraft said the government sector also dropped 200 jobs.

Construction fell by 100 jobs, he said,

Cracraft said unemployment rates fell in 66 counties between December 2002 and December 2003.. The rate rose in 49 counties and remained the same in five counties.

In December 2003, four counties had jobless rates at or above 10 percent, he said.

The highest unemployment rate in the state was McGoffin County at 13.6 percent, he said. The lowest rate was Metcalfe and Woodford counties with 2.3 percent.
