The Grayson County High School social studies teacher considers safety and the encouragement of business and industry as prime concerns for the community.
Blain has lived in Grayson County his whole life with the exception of the time he spent at Western Kentucky University, and one year of teaching there in Bowling Green.
His wife, the former Teresa Poteet, and their son Scott figure prominently in Blain's life.
"They are so special to me," he said.
Blain is a member of the Short Creek United Methodist Church where he has served as lay leader and chairman of the pastor-parish relations committee and director of Vacation Bible School for three years.
He also sings with "The Kingdom Road Singers," a gospel group.
Blain is a member of the county's historical society and a den leader for Cub Scouts Pack 135.
When asked what he would like to see in Leitchfield's future, Blain stated that a fire substation and possibly a community center would be high on the list.
"We've accomplished a lot," he said. "But there's always something if it's just maintaining the roads and sidewalks we've put in."
Looking back at the four completed years of serving as a council member, Blain feels his favorite project to date was the establishment of the playgrounds in Leitchfield's parks.
"It just gives me a good feeling," he said with a smile.
