A Big Clifty man remained hospitalized Tuesday, after he was shot by a Kentucky State Police trooper responding to an incident complaint.

Joshua S. Blough, 25, was in serious but stable condition at the University of Louisville Hospital, where he was under KSP guard.

According to police reports, the incident happened around 6:30 a.m. Saturday, Oct. 27. Trooper Dewan Kelly of the Elizabethtown post, was responding to the 6000 block of South Wilson Road in Hardin County to investigate a complaint of a burglary in progress. As he arrived at the location, he saw two men coming out of some woods next to the house.

Public affairs officer Master Trooper Norman Chaffins said as the men started to get into a nearby pickup, Kelly — who’s been a trooper for 12 years — ordered one of them to show his hands.

The man didn’t comply, and instead approached Kelly, Chaffins said. The man — who police identified as Blough — then rummaged through the back of the truck, produced a weapon and turned toward Kelly.

At that point Kelly fired one shot, striking Blough in the neck, Chaffins said.

The other suspect, who police have not publicly identified, was taken into custody.

Chaffins said charges are expected to be filed against Blough when he is released from the hospital.

Kelly has been placed on administrative leave, per KSP policies and procedures, Chaffins said.
